Training completed. Competence?

A certificate can demonstrate that learning took place. It does not necessarily answer whether somebody can currently perform a particular responsibility safely and effectively.

Three different questions

Has the person completed the learning? Has competence been demonstrated where assessment is required? Are they currently authorised to undertake that activity in this service?

Those questions may have the same answer, but they should not be forced into one status. A certificate can remain valid while practice authority is restricted pending review. An internal refresher may be overdue while an external qualification remains current.

Capability in context

Workforce readiness is also shaped by the needs of the children currently living in the home. Generic compliance percentages can look reassuring while failing to answer whether the staff scheduled tonight have the relevant combination of capability.

Learning should reach practice

Important learning can be revisited through supervision, observation and reflection. The useful question is not only “Did you attend?” but “What did you understand, what changed in your practice and is further support needed?”

Decision support, not automated judgement

Technology can identify expiry dates, unverified evidence, coverage gaps and review prompts. Formal competence and practice authority remain decisions for appropriately authorised people.
