An outcomes-focused framework
The framework is concerned with the difference children and families experience, supported by effective multi-agency working, leadership and workforce practice. These themes are highly relevant to the evidence residential homes exchange with placing authorities.
Be precise about authority
Regulations, statutory guidance, Ofsted evaluation criteria, local-authority expectations and provider policy are not interchangeable. Clear classification prevents practice expectations from being incorrectly represented as legislation.
Useful questions for homes
Can the home explain the child’s starting point and current experience? Is professional involvement connected to actions and outcomes? Can leaders identify workforce or partnership barriers? Is children’s voice visible in decisions?

A connected platform can organise evidence against several legitimate frameworks while retaining the original source and classification. The professional interpretation must remain with authorised people.
